Senate Committee votes to expand the surveillance law
WASHINGTON (AP) - the Senate Intelligence Committee voted to extend the right to comprehensive supervision targeting foreigners overseas, but according to Democratic Senator Ron wyden of Oregon, it will block the measure unless the public is more on the impact of the law on persons living in the United States. In an unexpected session, the Committee set aside an amendment by Wyden and Democratic Senator Mark udall of Colorado who ordered the Department of JusticeInspector General to estimate how many people in the Interior of the United States have had their telephone calls and e-mails monitored by agents of the Government under the Foreign Intelligence Surveillance Act amendments of the law of 2008.The, due to expire at the end of next year, would be extended to June 2015 if the action of the Committee becomes law.Changes to the Foreign Intelligence Surveillance Act 2008, which was bitterly disputed Congress, allows the Government to obtain from a secret court orders of large, an interception that target foreign groups and people abroad, raising the prospect that telephone calls and e-mails between these foreign objectives and innocent in this country Americans also will be collected and examined.Changes in 2008 armoured also telecommunications companies of prosecutions who complained that companies helped the Government spy on Americans without court warrants .the Bush administration' proposed extension 2 1/2 years was inserted without public notice in the Act of authorization information for the fiscal year that begins October 1. The move was unusual because it took place a year and half before the date of expiry of the right. Usually, an extension project not carried to the most close to the date of expiry of the right. The Committee approved the project leave intelligence, including the extension, an unexpected meeting, last week, in which he also rejected the Wyden-Udall amendment. Details of the meeting emerged Tuesday after enabling legislation and an accompanying report were printed and made public.Recently, for some other acts of intelligence expiry dates have been set at June 2015. The accompanying report that surfaced Tuesday said that align the dates allow Congress to review the laws globally rather than piecemeal. Approach to the FISA Amendments Act now instead of waiting until next year will help to ensure the stability of the system of collection of foreign intelligence during the "critical periods immediately before," the report accompanying added. In a letter Tuesday to the leader of the majority in the Senate Harry reid, D - Nev., Wyden said that it stands ready to place a "hold" on the measure, which would require a debate in the Senate there is there is an effort to pass the legislation by unanimous consent. Wyden said that its purpose is to amend the Bill to address its concerns. A hold by Wyden would mean that it would take 60 votes to end debate and vote on the Bill. "One of the central questions that Congress needs to ask is, these procedures working as intended? "Wyden said in a statement. "They keep communications of law-abiding American laws with being swept under this power which has been designed to apply to foreigners."Wyden has stressed that the existing expired on December 31, 2012 date, was intended to force the members of the Congress "to come back in a few years and to determine if these new authorities had been interpreted and implemented as scheduled".Separately, the Commission, on a voice vote, rejected another amendment by Wyden and Udall to require the Attorney General Eric holder and Director of the national intelligence James Clapper, to submit a report to the Congressional committees information on what was said Wyden are secret domestic surveillance law interpretations. Such a report would assess the problems that occur when the Executive branch agencies and departments rely on interpretations which are incompatible with the public understanding of the Loi.La proposal aimed to provisions in the USA Patriot Act that allow the agents of the Government to do research of wide for records in investigations of national security without a warrant of the Cour.Sur the floor of the Senate in mayWyden said "there are two acts of Patriot in America." The first is the text of the Act itself and the second secret interpretation of the Government of what they think of the means of law. The American people will be extremely surprised when they learn how the Patriot Act is secretly interpreted. "Wyden said secret official prevents disclosure interpretations which disturb him.
