NKorean official to go to us for nuclear talks
HONG KONG (AP) - a senior official world will travel to the United States this week to discuss the possible resumption of long - the deadlock in international negotiations on ending Pyongyang's nuclear programs, Secretary of State American Hillary rodham Clinton , said Sunday. The new diplomats could be close to restart the six-nation disarmament talks which broke in 2008 comes after more than a year of animosity and high tension between the rival Koreas and raises hopes in a region on board. Two attacks blames Seoul to Pyongyang last year killed 50 South Korean and led to threats of war.Invitation from Clinton to North Korean Vice Foreign Minister Kim kye gwan visit New York following a crucial meeting Friday between nuclear negotiators from North and South Korea in the margins of a regional forum of the Association of Southeast Asian Nations, in Bali. It was the first such meeting since disarmament talks collapsed in 2008, and the envoys agreed to work for the resumption of negotiations in the six nations.Diplomacy recently comes after more than a year of unity lasts by Washington and Seoul since international investigators said a North Korean torpedo sank a South Korean warship in March of last year, killing 46 sailors. South demanded the North show regret for sinking warship and an artillery attack on a South Korean island of first line that killed four in Korea November.North nie have a role in the sinking and said South Korea caused the bombing of the island. However, while refusing to apologize, Pyongyang has shown repeatedly a willingness to resume the negotiations on disarmament. The North is regarded as in need of a diplomatic breakthrough and outside food aid in advance of the centenary of the birth of the founder of the country, Kim Il Sung 2012. "We are open to negotiations with the Korea of the North, but we do not intend to reward the North just to return to the table," Clinton said in a news release announcing Kim Kye Gwan journey to the United States "we will not give them something back for what they already have agreed to take. "And we have no appetite for further negotiations that only lead us into where we already have."Mistrust is consistent with recent statements that Allied U.S. that Seoul be respected with sincerity of North before Washington will act.In another sign of easing of tensions, South Korea said Monday that it has approved flour aid to the North Korea for the first time since last year's artillery attack. Seoul provided a humanitarian basis, in small scale in recent months, but flour was excluded because of fears it is used to feed the military.Travelling with Clinton in Hong Kong, the top diplomat for Asia, Kurt campbell, insists on the fact that the discussions are preliminary and to establishing measurements at the United States must see before resuming nuclear negotiations or having a "interaction"with North Korea.Campbell pointed out that the United States would need to see much more of the Korea of the North on the improvement of ties with the South and rejected suggestions that U.S. is now"". on a "fast track" to return to the negotiating Table. "We see more North Koreans indications before we approach the point", he told journalists.During Kim's trip, he will meet a team of us officials to explore the commitment of his country to resume international negotiations and to take concrete measures for disarmament, Clinton said in the statement. It was not clear what day Kim, former Chief sent nuclear North, will travel to New York. This announcement follows a previous meeting between Clinton and the Foreign Ministers of the South and the Japan Korea in Bali. The nuclear negotiations involve the two Koreas, China, United States, Japan and Foreign Minister Russia.North Korean pak ui Chun said in comments published Sunday by the State of the country than the peninsula media Korean is now on the vicious cycle of escalation of tension and the "crossroads of relaxation".The countries concerned, Pak said, must "make the best use of (the) possibility of dialogue and take a bold decision to resolve the fundamental issue."The diplomats were seeking two rivals to ease tensions.Since the last round of negotiations, the North Korea conducted a second nuclear test and revealed a plant to enrich uranium that could give him another way to make atomic bombs. The latest North Korean threats against the Conservative Government of Seoul include a pledge to retaliate in the use of South Korean soldiers of photos of the Korea of Northern ruling family for target practice. The two Koreas remain in a technical state of war because their three-year conflict ended in a truce, not a Treaty of peace, in 1953. The United States has 28 500 soldiers in the South. That presence is cited by the North as a main factor behind its need to build a nuclear program.___Klug reported from Seoul, the background and the Korea ___Online: State of the South on the Korea of the North: http://www.state.gov/p/eap/ci/kn/
