In debt talks, House faces of the Senate budget plan
WASHINGTON (AP)--the Senate moves to cast away plan of cuts of Republican House Friday, paving the way for talks more and more urgent to raise the country's debt limit. President Barack Obama and home Chairman John Boehner sought once more ambitious global pact 4 trillion dollars, but officials said remaining differences between the.Less than two weeks within a period of 2 August which could precipitate a first default Government, maintained continuous Obama-Boehner talks the possibility of reducing the substantial deficit that would combine reduced spending programs of major social benefits such as Medicare and Medicaid and income increases with a general overhaul of the tax code. "We have the opportunity to do something great and significant,"Obama said in a newspaper opinion piece. Later Friday, the President takes his case to the public again at a meeting of city style hotel. The Capitol, Boehner said Republican House were ready to compromise and pushed Obama: "the ball continues to be in the Court of the President."Enter a meeting Friday morning of the Republicans in the House, majority Whip Kevin McCarthy, R-in California, asked what is the message of the direction to the members of the GOP would be. "We all stick together," he said. While Republicans argued with the requests of the members of House-backed tea party, concern was moving to how to keep the Democrats in line if a compromise is found between Boehner and Obama.Talk of an agreement has prompted a spasm of distress among Democrats worried Senate that Obama agree to immediate cuts but put off steps to increase tax revenue that the President has said are the key to any agreement. The White House immediately sought to pack down talk of an imminent agreement.Democratic officials familiar with the talks said both the compressions to benefit programs such as Medicare and an overhaul of the tax are too complicated prompt and will have to wait a year to negotiate. Officials, however, said that any agreement should have very strict requirements that ensured the that Congress should act.First of all, however, the Senate controlled democratic Friday expected to move from a measure adopted in the House which would raise the limit of debt by 2.4 trillion on the condition that Congress sends an amendment constitutional budget balanced the States for ratification and approves trillion long-term spending reductions.Senate Majority Leader Harry Reid, D - Nev., said the law "has a chance in a million to the Senate" and senior private Republicans in both Chambers have been anticipating his defeat.Who has left for a bipartisan compromise as the only alternative to negotiation. The negotiations are moving on multiple fronts responsible searched for the clearest path to avoid a potentially devastating defect. Each path to scalable hedges.A short-term plan under discussion by some Republicans in the House would cut spending by $ 1 trillion or more immediately and to raise the ceiling of the debt of a similar amount, allowing the Government to borrow in 2012 at the beginning. But Obama insisted on an increase that lasts in 2013, after the elections of next year. It would take to raise the ceiling of the debt by about $ 2.4 trillion.White House spokesman Jay Carney said Thursday that Obama is "unalterably opposed" to the extensions of limit of debt of the order of six months, nine months or a year. "His premise is that we should raise the ceiling of the debt for a long period of time in 2013 independently," said another plan Carney.Un in discussion Reid and Senate Leader Mitch McConnell, R - KY minority, would ensure that the President would get an increase in the ceiling debt until 2012. It would extract a political price of Obama, which would have to ask a Congress three separate slices, and this would allow the Republicans avoid a difficult vote for the ceiling of the debt which would anger by their constituents. However, many Republicans from House, were dismissive of the proposal because it does not guarantee to reduce deficits. Then there are the efforts of Obama and Boehner to fill gaps on an agreement to reduce deficits by about $ 4 billion.Democratic officials familiar with the discussions said both sides remained separated on key components of the agreement, including the amount of income that could give rise to a revamped tax code, the nature of the changes in Medicare and Medicaid, and the process that ensures that both taxes and benefits programs would in fact be overhauled.Republicans insisted that the right of programs such as Medicare need for substantial changes, but have loudly objected to any provision of income that can be considered as a tax increase. Democrats, eager to keep the changes in their health care programs so dear to the minimum required that any plan must be in new tax revenues.Democrats in the Senate reacted with anger when spread that Obama and the leaders of the House seemed to be closing in on an agreement which would include 3 trillions of dollars in spending cuts, but only a promise of higher income is achieved through a complete overhaul of the tax code.White House officials have their way to deny that an agreement was close. Later in the day, Obama had asked four top Democrats in the House and the Senate to go to the White House to discuss the progress of the negotiations. The meeting lasted one hour and 45 minutes. In his opinion in USA Today article, Obama said that he always insisted on tax revenue as part of the agreement. Democratic officials said that Obama was not demanding that the special tax provisions, such as restrictions on tax subsidies or closing loopholes, be agreed immediately, but that they could be part of a broader tax reform that Congress would have to undertake.House Leader of the minority Nancy Pelosi, D-in California, left the door open to such an approach to tax changes. "I would like to see have a piece of revenue so we tax fairness, whether immediately or something that is part of a comprehensive plan," she said Thursday. The democratic representatives said that the negotiations focus on the immediate reductions for the day-to-day operations of the Government who are funded at the discretion of the Congress. The legislative work to cut law such as Medicare and Medicaid programs and restructuring the tax system should be carried out during the next six months to a year, officials said.A key point in friction, they said, was whether how to force Congress to right address and tax changes to achieve the desired deficit reduction. Under discussion were mechanisms that would trigger tax cost and expenses consequences if Congress attempted to earthquake press out._____Associated David Espo and Ben Feller writers contributed to this report.
